If you got one last year, then no, you don't get a second one.

If you did not get one last year, because you did not qualify based on your 2007 tax filing, but for 2008 your tax filing meets the requirements, then you may get a payment. Details here:

There was a lot of talk but political parties, to issue one for this year. It was not passed , at least at this point. Mostly gossip to help canidates get elected.
