UpsetArmyWife

My husband is in the ARMY and deployed to Iraq right now. He found some odd transactions on his bank account that were not authorized by either of us. He was asking his sargent for assistance on dealing with it and was told that he also had a military account that has been overdue for a while. He ended up recognizing that one and promised to pay it off... it was not too large of a bill. It would make us tight, but we will survive. He was told that he is bad with his finances and that he will be put on probation for it. He was also given two threats if his account did not get fixed. One threat was that his account would be controlled and we would receive only what cash is left after all debts and bills are paid. The other was about me and him. They know that I am planning to relocate to be near him when he returns home from Iraq. They told him they may force him to have to stay on base at the barracks and the only solution for me (His wife) would be to stay in my home state or move to an off-base housing to only see him on weekends. I was just told this news this morning and I'm sure you can imagine I was very upset. It has been hard enough being apart during a war. It just doesn't sound right that his superiors can do this. How does our personal banking account affect the ARMY? His debt will be paid of to the military account in one payday.
I'm just not feeling like this is right. Can someone tell me if this is something that is legally allowed by the military? Or is his superior making empty threats?
Please help! :(
