Help to get started that's always the hardest

I need to build either a wall or partion in my basement on a cement floor

Zero previous experience but I am a little handy

Little confusing here a wall dividing a room coming from another wall and not connecting to its adjacent wall can be considered a partition /wall. Or if it divide the whole room and the room is portioned off with a wall.

use 2x4 for a bottom plate and a top plate. Build is 16" on center for studs. The last stud if it's a partition jamb double up the stud and have put a 3 or 4 short 2bys scabs in between the studs on that end wall jamb.
Use Tap cons screws to attach bottom plate to floor.
How big and long is this wall and is there going to be a door in it?

My only addition to 21boats great advice is to use pressure treated lumber as the floor plate. We avoid letting white wood make a connection with below grade concrete.
