Do I have to go to court to evict my 23 year old daughter who refuses to get documentation from her job about changes in her income so that she can afford her part of the rent. We live in public housing besides that she also refuses to follow my house rules?

Whose name is on the lease? If it's yours and your daughter's, then you have no legal standing. Your landlord has to choose to evict both of you and then can sign a new lease with only you on it.

You give the impression that only your name is on the rent book... REFUSES TO OBEY MY HOUSE RULES... therefore you would be perfectly within your right to ask her to leave, or using what ever method you feel is needed.

Surely if your daughter is working she would have a monthly payslip which would cover her income on a regular basis, this would be all the proof necessary, for what ever benefits you may need , to cover the whole amount of the rent.

It may be that she is embarrassed in the workplace to ask for written confirmation, many young people are.

Perhaps if you both sat down and discussed the issue... giving a little here and there... you may be able to reach a compromize that would suit you both.
