My friend is a widow and lives on her husband's social security. She decided to move back to China and give up her alien card. Her questions are:
1.) Where, how and who should she return her Green Card to?
2.) If she move back to China, will she be able to continuously receive her husband's social security in China? How does she apply for? Which direction should she go by steps?

She must contact USCIS office in China to surrender her green card. Here's the address:
U.S. Citizenship and Immigration Services

She needs to fill a form and submit her green card, she will get a receipt, keep it in safe place. She will be able to obtain visitor's visa, 10 years multiple entries, just submit copy of the receipt when she applies for visitor's visa.
Regarding her late husband's benefits, she must contact Social Security office and inform SSA that she will be relocated to China and she wants to funds deposit in the bank... give details of the bank including routing number/SWIFT.
