Its not getting enough fuel or bad gas or to low of octane
The basic problem is air to fuel ratio. In your case is fuel lacking for combustion I'm not familiar with your machine. Are the any adjustments on the carb? Did you check the fuel filter? Is it fresh gas in the tank and not added gas to last years gas?

Did you clean the main jet ? I had the same problem on a 5hp. Briggs pulsa-jet carb.

Pull the fuel line off at carb and make sure you have fuel flow to carb .If you have fuel there your problem is either a plugged main jet or a faulty needle and seat in carb
