This has been plaguing me for years. I used to watch this movie as a kid. Here's the plot from what I can recall and some key scenes
It's about mainly some boy and his flying squirrel. I want to say it was like PG or G anime. There's some scene like near the opening where there's a town parade and the boy is running out to see it. At some point the boy gets the key to the city or somebody does and somehow all this evil gets unlocked into their city. The rest of the movie as I can remember is the boy and his little flying the squirrel trying to get the evil back into containment.
