It can be, especially if this is a first baby. Odds are you will start to feel more of the flutter movements over the next few weeks and then more noticeable kicks. It can depend on your size, the amount of amniotic fluid, location of the placenta, etc..
You can also mention it to your doctor and have them do a quick check on the heartrate to give you some peace of mind.

I was shpping the other day and found a heart rate monitor for the baby. Basically a home version of what the dr. does. That may be an option for peace of mind. Burlington's Baby depot, Babies r Us, somewhere like that. But look on the bright side, I am 31 weeks and my baby literally does sommer saults and they are so dramatic, it moves my entire body. No exaggeration. Sleeping has become a major issue, of lack there of! I wish I had the flutter again!

When I was pregnant - we bought one of those home heart rate monitors. It really was a waste of money. We could never hear anything.
Now, having said that, my daughter is 8 yrs. Old, so maybe the tech. is better now.
As the baby gets bigger - you will start to feel a lot and sometimes see the shift go across your belly. (That is really cool and strange at the same time!)

I can't wait for that to start! I like cool and strange in the same sentence ;)
