How do I know that a cell phone is unlocked? I purchased one that was supposedly unlocked but I cannot connect to my active service provider.

Setup varies from brand to brand and service provider to service provider. Call them; they'll be eager to walk you through it and get you hooked up.

Also if you have a few friends with different service providers on their phones, try their SIM cards.
