Our neighbor is not taking care of their eight-month-old puppy. Two of their other dogs have runaway, and were never found. I can see the dog’s water, and food dish from my window, so I can tell when they feed, and water her. I’ve never seen them spend anytime with her. They work long hours, and sometimes don’t feed, or water her for days. I know of at least four days in row her bowls were left empty. Her water has completely gone dry on some occasions. I give her food, and water under our fence. They leave her outside in freezing weather. I bought her a dog house, but she does not use it. She sleeps on the cold ground. I have asked the neighbors if we could adopt the dog, but they have not given me an answer yet. I work from home, and would allow the dog to live in our house. We have one dog. I can keep the dog from going hungry, and thirsty, but I cannot keep her warm at night. Do you have any suggestion please?

Go ask them again! Keep on them until they give you the dog!

I would suggest contacting your nearest Humane Society if ine is available. What you are saying is abuse and neglect, and in no way moral or legal. If you don't have that option, then pester them until they decide that the back yard lawn ornament, which is how they treat the poor thing, isn't worth it. Maybe a low money bribe will do the trick. Buying the puppy might be the only way to save him if they won't otherwise relinquish ownership.
