I received a letter from Discover card saying that if I do not make arrangements to pay by November 28th they have authorization to send my case to a lawyer for judgement.  How long would this take to really happen?

If you are in default it could be forwarded to the Attorney today, tomorrow the next day - it's entirely their call.  If they've given you until November 28, then they'll wait until then, check the mail for a couple of days and - if they're serious - send it to an Attorney.
 
They will certainly move within the Statute and that depends on the State you are in.
