Can I, who cosigned on a loan, garnish someone's income tax to pay the loan or can the loan co garnish the income tax.

You would have to sue, win the case, get a Judgment and then collect by any means available to you - tax refunds cannot be garnished by private individuals. You CAN file against a bank account and take the refund when it is deposited.
Obviously the other person would have to be in default - you can't just decide you want out of the loan.
