Originally I tried to ask wikipedia help desk a question about missing symbols in a math article but I got a message saying: Account creation from this IP address (63.3.21.1) has been temporarily restricted.

I've looked at user talk:63.3.21.1 and nothing in it is anything that I know about or would be interested in. I did not create this talk page and can't post to it:confused:. I think someone has mis-used of my idendity somehow.

I'm a newbee and having trouble finding a way to e-mail someone who can help me. I've spent hours trying to find a way to communicate with someone knowledgeable about wikipedia.

I can help others with EXCEL questions or mathematics.

You might be using the same IP address with someone else and someone using the IP address which you are also using did something for wiki to disallow access to what you are trying to do

Depending on what type of IP you have, whether it be a static IP which you cannot change and you will always have that same IP

Or if you happen to have a dynamic IP address, you chould possibly reset your router or modem and when reconnected a new IP would be assigned to you

If you are not sure what type of IP you have, you can try and disconnect your internet access by removing the cable to your computer that gives you internet access for about 30 secs and then re-connect, after about 10 sec or so, your connection will be re-established and assigned an IP address

Now try again

If same result, you would have a static IP and you try and contact wiki

The message means a wiki administrator has blocked your IP address or a range of IP addresses with the BlockIP special page. This is sometimes done by an administrator because the wiki is being spammed or vandalized.

Your block expires on November 14th, and you were blocked by Infrogmation. You can write on this sysop's talk page (http://en.wikipedia.org/wiki/User_talk:Infrogmation) and request an unblock sooner than the 14th, and/or an explanation for why the address was blocked (most likely some behavior that's deemed vandalism or spamming by the sysop -- examples would include things like editing someone else's contributions maliciously, or posting information promoting a business).
