Hi, snaggs1942!

It's actually Julien Celos. What we see that looks like an "F" in the last name of his signature is what is known as a long "S". Please see an article about the use of the long "S" on the following site. Long s - Wikipedia, the free encyclopedia (http://en.wikipedia.org/wiki/Long_s)

You might find some helpful information on the following sites too about the artist.

Is what you have an original or a print? Also, what is the name of it, please?

Thanks!

There is no name on it just the number. I bought it an estate sale 3 years ago and not knowing much about art I don't know if it's a print or original. I just like it

There is some information on the following site that might help you in making a determination as to whether it might be an original or not.
