My father was a german citizen who passed away in 1991. Can I still obtain american -dual dual citizenship? How do I go about it?

DUAL GERMAN CITIZENSHIP: In principle, not recognized, except...
- German citizens abroad who acquire another citizenship can forego the automatic forfeiture of their German citizenship by obtaining a decree from the German authorities permitting them to retain their German citizenship.
- After January 1, 2000, dual citizenship is allowed until age 23.
Any action concerning German citizenship should be taken after consulting with a German immigration lawyer or the official authority responsible with German citizenship.
