I want to re-paint my concrete basement floor. The floor is already sealed/painted and in good shape... I just want to change color. Do I need to use the special epoxy paint even though the floor is already sealed and there are no moisture problems?

Yep, because nothing else will hold up. You may have to lightly sand the epoxy, so that the new layer will stick.
