I need to know the date by which Pennsylvania landlords must have the heat turned on in their rental properties. Any help would be greatly appreciated.

Harrisburg says the following and states it's in accordance with State mandates (which I cannot locate): "Provide heat between October 1st and May 15th at a minimum of 65° between 6:30 AM and 10:30 PM; 60° during the night and when the temperature is below 0° unless otherwise provided by lease. "

Thanks for the info. Our heat is still not turned on and, as it may have been unseasonably warm the last 2 of 3 days, it's supposed to go down into the mid 30's at night for the next week.

I would start with a call to the city building code enforcement people,

How do you know its not turned on? As you note its been a warm autumn. So it just may be that the thermostat hasn't been tripped yet. I think the heat in my house has come up once or twice this fall.
