My house, built in 2002, has well & septic. No water is coming out of the 2 outdoor spigots (the last time I used them was October) and I did not shut off the water. Could the well water clog the pipes, or could someone shut off the water from the outside?

If the outdoor hose bibs can be unscrewed then shut the water off to the house and remove the hose bibs in question. Now turn the water back on and flush out the supplies. You should have a string stream from the open pipes. You may now remove the stem and washer assembly from each hose bib and check and clear any crud clogging the seat. If the hose bibs were soldered on and can't be removed then remove the stem and washer assembly from each hose bib and turn 5the water back on while you run a wire down past the seat until the water runs free. Any problems or questions?
