Hello I have been having intermittent conenction lately. I phoned up Tiscali my ISP and after a long phone call she said she has increased the noise level on my line to 28db it was in the minus. Could someone please tell me:

What noise level is?
Why has it only just started affecting my connection?

Also since it has been done about 15mins ago the speed is only at 1Mbps and it should be around 5 or 6 will it go back up?

If all these questions could be answered it would be great thanks.
