I had a summer rental in New Jersey where the landlord added some bogus extra charges and did not return my security in full. The New Jersey law states that the landlord must notify you in writing within 30 days of move-in where the security is being held and at what rate. Does this apply to summer or short term leases as well?

My reading indicates it applies to ALL security deposits for ALL rentals.

All of the information I have on NJ security deposit law says that it applies to seasonal and short term leases.

However, the provision you are referring to won't help you. If the landlord fails to notify you of the location and rate where the deposit is held then your only remedy is to give the landlord written notice that the deposit should be applied to payment of your rent. If your lease is already over then this provision is of no use to you.
