I have a drivers licence that is starting to bend down the middle but you can still read the info is there a law that states that the drivers licence is invalid I live in California

In NYS if the license cannot be read by a Police scanner you can be ticketed. It's no big deal to get a new license and so I would just do that and not worry about being stopped.
I would guess California is the same.

Also if it appears in any way to have been tampered with, And as noted if it can not be scanned.

The cost of a replacement license is quite reasonable. Just go to the DMV and present the old one, sit for a new photo, and you'll be all set. If it is cracked and unreadable, then essentially it is a worthless piece of paper unable to be read or scanned versus a valid driver's license. Why gamble?
