Hi, get real!

It would be helpful to have a little more information here in order to help you the best.

For instance, why is not having a permit an issue and what kind of repairs need to be made, please?

Thanks!

Clough-Thanks for helping. About 20 year old screen porch. Some repairs have to be made to repair dry rotted boards and plan to put in windows to keep rain from coming in.Have recently learned that the person who did original work apparently did not get a permit. Should the carpenter doing the repair work get a permit? Will this cause problems when home is sold?

The porch not having a permit is no big deal when selling IF it was built to code. If it was not built to code it won't matter if there was a permit or not, you'd have trouble at closing. At this point you can call the builing department and ask if a new permit is needed for your repairs, probably not if you are replacing some rotted borads.
