My landlord is requesting a $200 non-refundable pet deposit. Is Pennsylvania a state where this is legal?

I think its legal in all states. Non-refundable doesn't always mean you won't ever get it back either. It could mean, that if you back out of the lease or term early, you won't get it back. Have him clarify the terms of non-refundable.

There's a "sticky" at the top of this forum with a link to each state's landlord / tenant property code. It should state the legality of various types of deposits and whether they can be non-refundable.
