If a warrant is issued for my arrest for violation of parole in California, will they know about it in a foreign country? Would it be an international warrant??

There ain't no such thing as an "international warrant". There's just warrants, and cops who see them on their computer screens.

IS your warrant going to be on lots of foreign governments computer screens?? I'd certainly think so. They got plenty of people on a "watch list" who ain't never committed a crime, so I'll bet your warrant will be there too.

Did you leave this country yet? If you didn't, chances are slim and none that you will be able to get out of this country if you are flying on a commercial airline or booking on a ship. Only if you swim on your own or have your own private yacht you could possibly go to another country. What are you going to do then for a passport? You won't be allowed to just reenter USA either as they will happily stop you from reentering but will call the cops and you will land in jail for the outstanding warrant. Just take care of the warrant - then leave the country if you want to.
