I live in Oklahoma.
If my wages are already being garnished to the maximum can a creditor levy my bank accounts?
If so how is this not a loophole in the garnishment laws?

The creditor wants to be paid - quickly. I would protest this, go to Court if you have to, argue that you don't have enough money to live on. I just don't know that you will prevail.
(This has been posted before. I agree - it seems to circumvent the law. However, creditors can use any legal means to collect what is due them.)
