I have installed a new hampton bay track and also hooked up three new hampton bay hanging track lights. After the install, turned the dimmer on and all of the way up and only the light on the end of the track lights up. The other two filaments are glowing slightly. If I take off one of the lights, the 2 remaining lights lite up about half way. Finally if I take off the 2nd light leaving just one, it doesn't light up at all. The only other things on this circuit are a couple of outlets not currently in use. I have also tried switching the in/out on the dimmer just in case but as expected nothing changed. Also of note, the outlets that run off the same wire coming from the circuit box work fine. At a loss.

Somehow, sounds as if you have the lamps in series, somehow!If this is one section of track, it is virtually impossible, as the black and white feed connects to each terminal, which each connects to it's own bar inside the track. ANd then each fixture connects to each bar.

Is this more than one section of track? If so, then at the connector, Tee, somehow you managed to get the lamps in series.

Remove all fixtures, and test the feed terminals, should see 120 volts. Then see if you can test the small copper bars inside, one on each side of the track, again should see 120 volts.

Insert one fixture, remove the lamp and test inside the socket , again should see 120 volts.

Note, this is always with the dimmer set to full.

I suppose you could have wired the dimmer in series with something also, before getting to the track.

Check these things out , see if you can determine the problem. If not get back with more detail and questions.
