Is it legal for a widow woman, who is getting married, to take and hyphenate her previous married name with her new married name?

Yes, there is very few "laws" if her current ID is using that name, it is done, ( not as commom) but done more often esp if there are kids with the other name in the household.

My co-workers created a new last name that wasn't even close to what either of their names had been when they got married. That kind of makes me think anything should go. Lol

It is entirely legal to do so. Particularly if her previous married name is her name going into the marriage... she's not required to drop that. She may well want to continue to honor her first husband or may want to keep that name because she shares it with her children. I think it's a lovely idea and perfectly appropriate. By taking her new husband's name as well, she is honoring him and nobody should disparage or judge her as doing anything but being inclusive of people who have loved her, and who she has and continues to love in an entirely appropriate way.
