Is there a normal fee paid to the power of attorney?

It should be a very nominal fee for a preparation of this type of paperwork and having it notarized.

I used a generic POA form. Notaries usually don't charge for their service. Banks and public libraries usually have a notary on staff.

A power of Attorney is merely someone that is allowed to sign for you for varoius reasons, More often in the US it is a family member who will sign for someone, but it can be anyone who is appointed by the other person
