I have two questions.
[1] Is removing a bath and installing a shower a big and expensive job? My elderly Mum is coming to live with me so I need to make some alterations.
[2] I live in a three up three down terrace house. I would like to convert the upstairs box room to a Toilet/Shower room.
My problem is that the water tank for the house is downstairs.
Is it possible to convert the room??
Any advice would be very welcome.

1) I suppose it depends on your point of view. The washroom will be out of service for 2 or 3 weeks, and you could spend 5000 on labour/ material/ fixtures/ tiles. It would be significantly cheaper to install safety grab rails and seats in your existing bath.
2) Anything is possible, it is just a question of how close the plumbing is to the room you want to convert to a washroom. Are there any other washrooms nearby (adjacent, above or below)?

It is not cheap or easy for most home owners byt iut can be done. I'd recommend a Swanstone 3260 shower pan which is made to replace a tub and turn it into a shower.
