What does it mean when a inspector tells me that the pipe needs to be "sleared"?

Never heard the term. Could he have said "sleaved"?

I'm sure Harold's correct and the term used was "sleeved ". This is a requirement when a pipe goes theough a cement wall, foundation.or is under pressure from above. This "sleeve" is usually a larger diameter pipe that fits over and protects the smaller one. If we're wrong click on back and correct us. Regards, Tom
