Ok I just moved in to a new town. And a girl 2 doors down from us is Samantha. I'm 11 she is 10. I feel like she is attached to my hip. She is needy. I went to the museum and right away when we left Do you want to come over? She is needy. What do I do? Drop the friendship? Or I could stay strong.

Don't drop her! Not because I think you should keep the friendship, but because if you just completely drop her, you may make an enemy. Since she is a neighbour, you really do not want that.
Just spend more time with other friends so if she asks you to do something, you already have other commitments. That way you will only have to see her every now and again.

Also - she is only 10, she will change. You never know when she is like 15 she may be someone you really want to hang out with.

Since you are currently the new girl, maybe once you've made more new friends and found your 'group' - she will stop bugging you.
