Ok, I have been beating my head against the wall lol. I am in my mid 30's right so I have a feeling the movie played in the late 70's early 80's maybe? Here's what I remember..

The movie was based on a society that something had happened to the earth and I think it rained all the time. However there was one day a year that it did not rain. Everyone put on sunblock (alot of children in the movie) and were able to go outside for that one day only. Something happened and from that point forward like they were able to stay outside.. I just remember it being the best movie of my childhood and recently joined netflix and because I can not remember the title I am having no luck renting it.. I'll love you if you know the movie I am talking about..

Wow, I am impressed. I can't thank you enough really. Looks like I will have a hard time getting a copy but thank gawd atelast I know the title. How did you know?

I love movies... I'm a cinephile. If I could get paid for it, I'd watch movies all day. I remember seeing this in high school...
