I have a tile shower stall in my home that leaks water. I have removed the 3 inches of cement and tile from the walls and all the rotten boards and the cement floor down to the slab. What is the best way to start over since that apparently did not work.

From what you have described I'd do a tota; tear out and start over. You can install a fiberglass shower pan for about $200 and either fiberglass panels on the walls or ceramic tile. https://www.askmehelpdesk.com/plumbing/water-psi-up-130-should-panic-244179-new.html

Kcshade, give Bob a few to get back and post the correct link for fiberglass pan installation.
If interested in custom pan/shower floor, let us know as both of us have pretty good experience with these!
But I'm with Bob, if a PREFAB will fit, then that is easiest for you.
