There are two types of courts, CIVIL and CRIMINAL,
There there are levels, but yes, if this was only a CIVIL issue it is,
So unless you were ordered to pay something because of a criminal case, this would be civil

The civil judgement is from a credit card company and ordered by a county court for a payment of £500

If they look at or care about his financial responsibility, his ability to pay his debts, yes; if they don't, no.
Posting the same question 3 times is confusing and you are receiving multiple answers on the various threads - should be combined

I am not certain about UK visa, but if this happens in US, it may jeopardize his status especially when he goes for practical training. No matter what country, what he should do is pay the debt... if unable to make it in one payment, ask if he can make it 2-3 payments or whatever that he can make it... and don't screw up again.
