I have finally found the only woman I'll ever want in my life. She is a boat captain and our plan is to sail the world on our own sailboat in a year or so. I would really love to marry this woman at sea AND have it recognized in the US without the hassle of a cruise ( really just us and the captain/witness would be perfect). Does anyone has any suggestions ?

If the wedding is in US waters, get a marriage license from the state where the waters are attached.

Thanks for the reply. Does the marriage need to take place inside the 3 mile limit of international waters to be legal ? Also, does the boat captain need to be an official witness such as a judge, notary...

Greetings and WELCOME to the site! I just moved your question that you had posted in Introductions to this topic area as it would seem to be a matter of legality concerning marriage. Introductions is for people to introduce themselves and we try to not ask questions there.
I do note that you have already received a reply from Fr_Chuck, who would be the person here who I think would be the most qualified to address your question.

What you need to check on and your girlfriend / fiancé should know the answer to the question if she is a captain. They must be registered and you have to have formal witnesses. So no with the 3 of you its not enough. It will take a minimum of 5 total ( that's inc yourself and the bride to be )

You may wish to ask the clerk at the court if they accept any type of marine marriage license that can be accepted by their court.
But you said you wanted something with the hassle,
Of course I could take you out on a pond in a jon boat and marry you also.
