I've rebuilt the carb and fuel pump and tried everything I can think of but it will not pump gas. I installed new gaskets, spring/washer, diaphram, even swapped the black plastic block containing the two small rubber spring loaded disc's. I assume these act sort of like reed valves in a sense? I've swapped this block three times using spares I've laying around. I haven't checked the compression yet (no gauge) but with the plugs out the cylinders have a strong suction and easily blows my thumb off the plug holes. I have checked the valve stems and the clearances on all four are within specs a little to the high side. I've even swapped the carb/pump with another that's rebuilt, same results. I ran it with dribbling gas in the carb while holding my thumb over the pulse hose from the block. To me it has a strong pulse but I've no idea how it should feel or what to use to check it. My next thought idea is maybe use an electric pump but to me that's a band-aid, not a fix. As a shot in the dark I did put a vacuum gauge on the pulse hose last night and it showed 2.5" for what that's worth.
What the heck am I missing?? HELP!!

Forgot to mention I've checked and gas flows freely from the tank through the fuel line with no problem. Besides trying another pumps and pieces I've also swapped the carb out with another that's rebuilt but nothing makes the pump work.
