I have a Honeywell, Central Air Condition System that will not shut off. It is freezing in my home as I write. Who do I contact or what can I do to shut it off. I have turned the dial to the off position as well as turning the knob to 85 degrees and it will not warm up nor will it shut down. Please help

Turn off the units' power at the circuit breaker. You may operate it that way, as long as you allow the unit 20 minutes or so, between "off" and "on" cycles. Your problem is a control issue which requires "on site" troubleshooting by knowledgeable people... Good luck...
