You say that you are going to your own clothing business. Is this for new clothing or used? Also, what do you mean by "proposal", please? Is that for some kind of introduction letter to potential customers or a business plan?

Concerning business license, the folks at your local city hall or government building that manages the affairs of businesses within the city would be able to tell you about that. Without knowing where you are wanting to operate your business, we can only guess concerning the requirements for obtaining a business license.
