What would/could cause a four month old baby boy's head to be more developed than the rest of his body, pediatrician wants to wait and see how he does in his next visit in two months; should I be alarmed?

Did the doctor give you what percentile he fell into in regard to his head circumference? If so, was it a big jump from birth? It may mean nothing at all... simply a growth spurt as such. Infant heads tend to be quite large in comparison to the rest of their body. Any continued rapid growth at the next visit would cause some investigation and more waiting and watching to see if a pattern continued. There are some situations that may account for the faster growth, but it would only be speculation at this point and be cause for unnecessary worry.
