How high from the floor should install a window

There is no code requirement for this, window sills can go all the way to the floor or as high as you want them to. The only code issue I can think of would be if the window is used for emergency egress like in a basement bedroom with a area well. In that case the sill height needs to be 44" or less.

Window codes are probably the most varied of any code since individual city and town fire departments can lobby their building department. Check with your builing department even if you aren't required to pull a permit.
