I have no cold water flowing to the upstairs of my house, downstairs cold water is fine, if I leave the cold taps off for a period then turn them on some cold will come through but will quickly run out (1-2 minutes) is this a problem that I can fix myself ?

How many cold water spigots or fixtures are there on the second floor, and are all effected? If you flush the toilet how long does it take for the tank to refill?

We have a shower, toilet, sink and bath on the second floor all are in the same room and all are effected, the toilet has not refilled after more than 40 minutes since flushed.

OK its not refilled after 40 minute, has it partially filled? Is there any water entering the tank?

Yes it is partially refilled, but not very much has gone into the systen, just a couple of inches.

OK so we know the supply exists but is very much compromised. All cold water likely is supplied by one pipe to the second floor and then branches to the fixtures. Here is the rub, that pipe is inside your first floor walls and ceiling. Before ripping into the walls lets open one of the stops under the sink or toilet. Shut off you main and bleed off what little pressure is present. Remove, not just open, the stop and have someone else open the main. Be ready to yell to that person to close the main if good pressure is present. We are testing for a supply block toi the entire floor or justr individual blockages at the stops.

Any chance that you have an access panel to the shower valve. Is there a stop valve anywhere on the line to the second floor?
