Im new at this home owning business... this is my first summer season in new house.

Before turning on my central air conditioner this year I looked in attic... and looking at what I believe is the air handler (furnace looking thing with duct work, air flow filter etc) I saw a switch right next and slightly above it in the off position... and I was wonderingwhy anything would be off... (we will get back to that)... a week later I put my AC on and the outside "cpmpressor" went on and the upsatirs bedrooms vents seemed to have cool air coming out of it but not as strong as I'm used to (from other houses)and the down stairs vents cool air was very light coming out... the house seemed to be slowly getting cooler...

My concern is that I'm used to hearing in other houses almost a blowing noise coming out of the vents... also does it sound like that switch in the attic should be on? Im not sure if the prior home owner would have shut it off and why?

I realize this question may seem vague, but any input would be appreciated

By the way the house was built in 2002 and is a 2 story colonial

Probably the best thing you can do for yourself is to have a professional HVAC repair person come and check over you equipment. Since you are a new home owner this will give you some insite as to what is correct or incorrect with your system. It will also allow the repair person to make adjustments that you are not capable of doing. The house is 6 years old and probably has never had service performed. Now is the time.
