Before asking a question on a site like this, it makes a lot of sense to look for similar questions. You may find the answers you need already posted. That would have been the case with your question.

You don't "file for abandonment". You file a petititon for adoption. As part of that petition, you have to get the bio father to relinquish his rights. If he refuses, you can then use abandonment as grounds to force a termination of rights.

The bottomline here is you need an attorney to file the adoption papers. That attorney will advise you on the proper procedures.

You first have to retain a lawyer. After that he/she will make sure you do everything in needed for an adoption. As said you can't just file abandonment that would have to be used as grounds for a TPR to make way for the adoption. However you need a lawyer for the adoption process so you might as well get one now.
