So I got a brazilian 2 weeks back and since then my inner thighs have been extremely dry and itchy.The skin is whitish and flaky, and I have to moisturize it constantly. The problem was not there before. Is this some sort of fungal infection? Its hard for me to sit in class when the itching gets bad. I am using aloe gel to soothe the itching and burning and also body lotion after a shower. Should I consult a doctor about this? Or is there some over the counter medicine for all this itching?

I think the best thing to do is consult your doctor. There are many conditions that could cause this kind of itching and you should have it cultured to find out how to treat.
