My Mom owns apts also. She had a few of these kinds of tenants. It was hard for her to get them out, they paid rent here and there and my parents had to chase them for it.
It went on for a few years. But one of the probs was that my parents did not make them sign a lease, they thought that they knew them, they were nieghbors for years until they lost their home and was literly in the street with all their things, my parents felt bad and said you can move in to our apt. He has to be evicted according to Florida's laws - you cannot lock someone out. (He's living there, you know/knew it, he's considered to be your tenant.)

Once they have established residency you are on the hook to go through the legal process. Yes you will need to evict.
