Ok, here's the thing, I visited this one persons house, and they had close to 25-30 cats living in their house. And they live alone, it just them. I know there is some kind of limit as to the number of cats (animals) you can have in your house in New York. My question is, does anyone know of a phone number I can call to report this person? Other than the cats, the house itself was a mess, an smelled nasty.

Were the cats under feed, where the cats not being cared for. And you will have animal control come and get the cats and most will end up being put to sleep. Ok, you have now meet the real "crazy cat person"

If this person is a hoarder, which it sounds like, and is elderly, you might consider talking to social services. This is a mental health issue, since the person with the cats probably feels like they are doing nothing wrong and that the cats are better off with them.

I hope this is not being done out of spite or from just being nosey and judgemental. I can understand if the cats are not in good health and are being nelgected or if they are having babies all over the place.

Make sure that you are doing it for the sake of the cats and the lady ( Some people are overwhelmed and unable to do what is needed) before you make the call and not just because you find it an unsuitable way for yourself to live. Remember you are not her.

What you may find replusive she may consider normal. So before you uproot the lives of many creatures make sure you are doing it for the right reasons.

If you feel that there is a real health issue going on such as the cats are not fed properly or their feces disposed of in a timely manner, or they appear to be ill, then by all means contact either the local health dept or the aspca. If it was just a case of nobody emptied the litter box, then that's another story. There is something about so many cats per litter box law, but I can't recall just how many cats are allowed to use one box. The person can be a cat hoarder as pointed out above. This is a mental condition that is quite common. Use your best judgment on this if you feel that it is a genuine health issue for the animals.

Ok had you included this in your original post then I would never had entertained the thought that you could possibly be a nosey rosey.
In this case I would say that you are doing all involved a huge favor, even though that may not realise it.
