What are my rights. I offered 400 a month on a 13000 dollar bill and they have refused. The why now are threatening garnish and sheriff siezer of out products we sell for our business. Is this legal. What can I do to stop then.

If you owe a debt you cannot make payment arrangements without the agreement of the creditor - they do not have to accept your offer of $400 a month.
They would have to sue and get a Judgment before they can get an order to garnish and seize and you would fight the Judgment in Court.
I am surprised that the law firm allowed a bill to reach that amount - in my area the Attorney lets the bill run just so far and then withdraws if not paid.
But, yes, they can use any legal means to collect the debt.

Just to add to Judy's answer, whether they can seize products you sell depends on the nature of the debt. If it was a personal debt then no they can't.
