The "whirlpool" action seems to work fine but all the water don't go out of the bowl. Could it be the little hole at the bottom of the bowl? What is that for? Plenty of water in the tank and it all empties out OK, just won't go all the way down. Can't afford a plumber so any help would be great. Also if I use a plunger while I flush it works fine... its like it just needs help getting started. Thanks

YUP... could be the hole at the bottom... so... glove up, stick finger in hole (don't get it stuck... ;) ) and see if meet with resistance. If so, grab a small screwdriver or similar and chip away lightly at any sediment that may be on inside of the hole.
That hole is a SIPHON jet, meant to start the push of solids forward... if clogged will reduce action for sure.
However, I also want you to check inside the toilet tank and I want you to be sure that the REFILLtube coming from the FILL VALVE is set into the white or black overflow pipe... make sure water is about 1/2" to 1" below the overflow tube, and that the chain to flapper only has about 1/4" jiggle room before handle lifts the flapper. You may also want to check the little holes under the rim of toilet to be sure each flows.
Check out these pics. Below to be sure of what I am talking about.. one of them should resemble yours.
Let us know what you find. Never know, something may have fallen into toilet and is causing small blockage... ;) Start as above.. see from there.
