Can someone with a criminal record become bonded for work purposes in the state of PA.

Depends on what crime was committed and what kind of work to be done.

First of course there are several type of "work" bonds, performace bonds, work completion bonding, and employee bonds, surety bonds and more
In simple terms, think of bonding as a form of insurance, and actually a lot of bonding is done though insurance companies.
If I am picking the one you are asking about
The bonding company takes the risk though the bond, that if that employee does something that steal from the client they are working for or serving. So it is up to the company being used for the bond, and the type of crime and how long it has been since the crime. And of course how much preimum you are willing to pay for the bond.
