Im 5"7' and I weigh 148 pounds, that's like 10 and a half stone! I've got a normal BMI of 23 and I'm nice and healthy really! But I want to lose some weight in my behind quarters! I do ballet and jazz dancing but it just doesn't seem to want to tone up, so I figure if I trim it down a tad I can tone it up easier! I don't want to lose any weight anywhere else just there, is this just a crazy perfectionist dream? :D

Go to the local library and get dvds for pilates. Stott pilattes is good, but they might not have it. It strengthens your core (abs, back, hips, rear) and it can get rid of that tough lower back fat. But it takes time and you need to do it regularly.
I've personally seen it give strong ab definition and seen it crank in the lower back tight.
For the rear... you need to work the glutes. Lunges, squats, machine work at the gym. You can also try tae bo dvds.. some of this hits the upper body, but some of the side kicks and leg work will get into your rear... and you get to watch a ripped guy bounce around, so bonus for the ladies.
